		<description><![CDATA[John - We are in the process of setting up &quot;Working Groups&quot; in each of several states to help address the liability issues associated with site grading and other &quot;turning of dirt&quot; activities at renewable energy projects on contaminated sites.  It is our intention to address this liability issue (through a bifurcated cleanup/liability &quot;ground lease&quot; approach) so that closed landfills and other unused sites can be made available for solar energy projects.  As the national White Paper we are developing sets out, these ground lease liability relief mechanisms must be established on a state-by-state basis.  We are currently working closely with U.S. EPA to make sure that the state-specific mechanisms we establish will at least be given reciprocity by the federal government.

Please let me know if you would like to be part of a working group in your area.  Our plan is to free up lots of sites for solar projects which might not otherwise be available to you and the communities you work with.
